Public Fire Protection Fee – What It Is & Why It’s on My Water Bill
You may notice a Public Fire Protection (PFP) fee on your water bill (shows up as PUBL FIRE PROT). This fee is allowed by Wisconsin state law and regulated by the Public Service Commission (PSC). It helps cover the cost of maintaining the water system capacity needed for fire protection — things like hydrants and water storage — and is separate from fire department funding, which comes from property taxes.
What This Fee Supports
This fee supports water utility infrastructure that must all be in place to make sure that the utility has enough capacity to provide water for fighting fires and still supply daily water needs of utility customers at the same time. This infrastructure includes thing such as:
- Fire hydrants
- Larger water mains
- Increased pump capacity
- Increased water storage capacity
- Other infrastructure needed to deliver large volumes of water for firefighting
Who Pays It?
All water utility customers in the Village of Holmen — including tax-exempt properties such as schools and churches — contribute to this cost.
Why Does the Fire Department Not Pay This Fee?
This charge has nothing to do with the costs of operating the Holmen Area Fire Department. The Public Fire Protection Charge specifically covers the costs of the Village of Holmen Water Utility to be able to deliver water for fighting fires and is completely independent of any expenses that the Holmen Area Fire Department may incur in order to use the water to fight the fire
Where Can I Find More Information?
More information about the Public Fire Protection fee can be found by visiting the Public Serve Commission of Wisconsin website or contacting the Village of Holmen at (608) 526-4336.
